I notice these platform divers sitting in a small pool after their
dives and holding what looks like some kind of blue bag. What's the
pool and the bag for?

It's a hot tub to warm the body after the cooler water in the diving
pool. the blue cloth is a shammy, super water absorbant clothe to dry
the body and keep the body warm.
