This was one of Mark Spitz' races in '72, watch the guy 3rd from the
top at 1:20. Was this guy taking a nap or what?

Anyone know who this was?

You didn't post a url, but I'm pretty sure that you mean the 1972
100m butterfly (Spitz's fourth gold in Munich).

Based on the times swum in the second round heats the man in lane 3
could have been East German Roland Matthes (better known as a
backstroker), or Bruce Robertson from Canada. However, Robertson
won the silver medal and the man in lane 3 didn't recover enough
to get into the medals. Matthes finished fourth, which is
consistent with the last few seconds of the clip that I found.
